My understanding is that this should open in the browser. My dev machine is Win 7(64b) and IE9. I adapted your code for my project - the main thing I did differently is set up GridView to only get files by ID so I am not using GetAFile() method. I am also using Visual Studio 2008 C# with FileUpload Control in a separate class called FileUpload.aspx.cs and my code is a tad different than yours for the upload but it gathers the same info.
